GLOBAL STANDARDS AND REGULATORY POSITION
OFFICIAL FRAMEWORK OF THE INTERNATIONAL PERFUME FOUNDATION
|
IPF Founder Statement - Creezy Courtoy, Founder and President Perfumery is one of humanity’s oldest art forms. It carries memory, ritual, healing, identity, and culture across generations. Yet in the modern industrial landscape, perfume risks being reduced to a formula — disconnected from its botanical origins and cultural significance. The International Perfume Foundation was created to ensure that natural perfumery is not lost in this transition. We are not an activist organization. We are not in opposition to science or industry. We are a standards-defining institution. IPF establishes structured certification, ingredient integrity principles, and ethical guidelines so that natural perfumery can evolve responsibly — with transparency, environmental respect, and cultural preservation at its core. Our mission is long-term. We believe perfume must be protected as both an art and a living heritage. This is not a trend. It is a responsibility. Creezy Courtoy |
The International Perfume Foundation (IPF) serves as the global authority dedicated exclusively to Natural Perfumery Standards, Cultural Heritage Preservation, and Responsible Natural Fragrance Governance.
In an era of increasing regulatory complexity, industrial consolidation, and consumer uncertainty, IPF provides clarity through structured certification systems, defined ingredient standards, and ethical frameworks that protect both perfumers and the public.
IPF does not position itself in opposition to any sector.
It exists to establish a parallel benchmark rooted in transparency, cultural respect, and environmental responsibility.

I. Recognition of Perfume as Cultural Heritage
|
Perfume is not merely a cosmetic formulation.
It is an olfactory art form, a cultural expression, and in many regions, a living heritage. IPF maintains that fragrance — particularly natural perfumery — requires regulatory recognition that reflects its artistic and cultural dimension. A differentiated framework ensures:
Perfume must be regulated responsibly — but never reduced solely to industrial classification. |
II. The First Structured Certification System for Natural Perfumery
|
|
IPF has established the world’s first international certification system dedicated exclusively to Natural Perfumery.
The IPF framework includes: • Ingredient traceability protocols • Raw material integrity standards • Ethical and sustainable sourcing principles • Transparent formulation guidelines • Educational accreditation through the Natural Perfumery School • Certification of perfumers meeting defined standards More than 60 Certified Natural Perfumers across multiple countries currently operate under IPF standards. No other international body provides a dedicated governance structure focused specifically on natural fragrance creation at this level of depth. Visit the IPF certification page |
III. Environmental Responsibility & Replanting Commitment
|
Natural perfumery depends on biodiversity.
IPF promotes responsible harvesting practices, sustainable agriculture, and replanting initiatives to protect endangered aromatic and medicinal species. The future of fragrance must be regenerative, not extractive. The preservation of botanical resources is not a marketing narrative — it is a structural necessity for the survival of natural perfumery. |
IV. Transparency & Consumer Protection
|
IPF supports full ingredient transparency within natural perfumery standards.
Consumers have the right to: • Understand sourcing • Distinguish natural from synthetic formulations • Avoid misleading “green” claims • Trust certification processes IPF actively works to protect the integrity of the term “natural perfume” from dilution or misrepresentation. |
V. Scientific Innovation & Technological Responsibility
|
IPF recognizes the role of scientific innovation in modern fragrance creation.
However, technological advancement must be accompanied by: • Transparency • Long-term environmental impact evaluation • Clear classification standards • Respect for cultural fragrance traditions Progress and preservation must coexist. |
VI. Institutional Authority
|
IPF’s authority is grounded in:
• International certification systems • Published works including World Perfume Heritage and Natural Perfumery • Educational programs and teacher accreditation • Global community of certified perfumers • Established ethical framework (New Luxury Code) IPF functions as a standard-setting foundation — not as an activist body. Its mission is to define, structure, and preserve the integrity of natural perfumery worldwide. |
